Last October, the U.S. Department of Homeland Security announced a proposal to update the H-1B visa program.

To completely resolve the issues of abuse of multiple registrations and fraudulent entries, the new regulation proposes changing from "one registration, one draw" to "one person, one draw," meaning each registered beneficiary, regardless of how many employers submit registrations on their behalf, can only be entered into the lottery once.

Yesterday, this H-1B reform plan was finalized, renamed "Improving the H-1B Registration Selection Process and Program Integrity," and will officially go into effect on March 3, 2024!

This means that the upcoming new round of H-1B applications this year will fully adopt the "one person, one draw" system, with each beneficiary allowed only one entry in the lottery.

Although multiple employers can still register for the same beneficiary this year, this will not increase the chances of being selected.
