October is here, and the various UC campuses have started their fall semesters. Many current students may notice some new faces around—yes, they are the new transfer students.
As is widely known, the University of California system is a major destination for transfer students, and several of its campuses are among the most popular choices for students looking to transfer within the U.S.
According to official data, the UC system has set new records this year for both freshman and transfer student enrollments.
In addition to admitting 108,178 freshmen, the UC system received 28,752 transfer applications from 41,282 students, of which 26,700 came from California community colleges. The transfer acceptance rate for community college students remains at 76%.
On average, for every two new freshmen, the UC system admits one transfer student. With such a high acceptance rate, more and more students are considering transferring into the UC system.
So what are the UC system's transfer policies, and what are the specific application requirements? CheersYou（清柚教育） will now break it down for you.
TAG Transfer Admission Guarantee
TAG Fall Application Period: September 1 – 30
TAG Spring/Winter Application Period: May 1 – 31
One major reason for the high number of transfers from California community colleges is the TAG program, short for Transfer Admission Guarantee. This is a guaranteed admission agreement between California community colleges and the UC system.
The six UC campuses that participate in the TAG program are: UC Davis, UC Irvine, UC Santa Barbara, UC Riverside, UC Merced, and UC Santa Cruz.
TAG allows you to apply to only one campus, and as long as you meet the minimum requirements (courses, GPA, credits, etc.) outlined in the agreement, your admission is guaranteed.
Each campus has slightly different GPA requirements, generally falling above 3.0. For higher-ranked campuses like UCSB and UCI, the GPA requirements tend to be stricter, and a GPA of 3.4 or above is recommended.
Additionally, some majors at certain schools are not included in the TAG program. For example, Business Administration at UC Irvine, or any major in UC Santa Barbara's College of Engineering.
A word of caution: even if you meet the conditions and apply for TAG, you must also submit the regular UC application in November!
Regular Transfer Application
Regular Transfer Application Period: November 1 – November 30
If you want to apply to the three UC campuses that do not accept TAG—UCLA, UC Berkeley, or UC San Diego—or if you want to transfer between UC campuses, you can use the regular transfer application process.
The basic transfer application requirements are as follows:
1. Complete 7 general education courses by the end of the spring term, including two English courses, one math/quantitative reasoning course, and four courses from at least two of the following areas: arts and humanities, social and behavioral sciences, physical and biological sciences. Each course must be passed with a grade of C or better, or a Pass.
2. Complete at least 60 semester credits or 90 quarter credits, with no more than 14 semester credits or 21 quarter credits of failed courses.
3. Maintain a minimum GPA of 2.4; non-California residents need a minimum of 2.8.
4. Complete the major prerequisite or recommended courses for your intended major.
Note that these are only the minimum requirements. There are other important application materials to prepare, such as the four personal insight questions that are also required for UC transfer applications.
To increase your competitiveness, it's best to keep your GPA above 3.0, and for the more selective campuses, aim for 3.5 or higher.

One more reminder: for students not already in the UC system or not from a California community college, transferring into the UC system is more difficult and comes with more complex requirements. After all, California's education policy prioritizes in-state residents for access to UC resources.
Additionally, although you can submit one UC application to multiple campuses, the level of difficulty varies significantly by campus and major, so be sure to consider your choices carefully.
