STEP 1

Determine How the Loss Occurred

 

There are two reasons a passport goes missing: one is theft, the other is simply losing it.

 

If it was stolen, you need to bring other valid identification (like a student ID or driver’s license) to the police station to file a report and obtain a Police Report. If you simply lost it, you can go directly to the Chinese embassy or consulate in the U.S. to apply for a replacement; a Police Report is not required.

 

 

STEP 2

Choose a Replacement Method

 

For a normally lost passport, there are two replacement options: the first is to apply directly for a replacement passport at the Chinese embassy or consulate in your jurisdiction; the second is to apply for a travel document first and then apply for a replacement passport at the public security exit-entry administration department of your home registration after returning to China.

 

According to the official website of the Chinese embassy in the U.S., "Chinese citizens whose ordinary passports are lost, stolen, or damaged to the extent that normal use is affected" may apply for a replacement ordinary passport.

 

Travel documents apply to: "Chinese citizens temporarily in the U.S. whose passports are lost, stolen, damaged, expired, and need to return to China urgently."

 

Which way to choose depends on when you need the passport. The first method may seem simpler, but it takes at least 15 business days. The second method takes only 4 business days (and can be expedited to 1-3 days). For students returning to China within 30 days, the latter is highly recommended.

 

STEP 3

Prepare Replacement Materials

 

Whichever replacement method you choose, you must first make an appointment online through the Chinese Citizen Overseas Passport Application Appointment System, and submit the application in person at the scheduled time at the embassy or consulate. Mailed applications or applications submitted by a representative are not accepted.

 

 

It is important to note that once a passport reissue application is submitted, the original passport is declared invalid. Even if you later find it, it can no longer be used and must be sent to the embassy for cancellation.

 

Materials Required for Passport Reissue / Travel Document

 

1. Successfully make an appointment through the Chinese Citizen Overseas Passport Application Appointment System and print out the "People's Republic of China Passport/Travel Document Application Form";

3. A copy of the original passport or other documents proving Chinese nationality and identity (such as household registration booklet, ID card, or birth notarization);

 

4. A personal statement (including: personal profile, history of visits to the U.S., status in the U.S., location and circumstances of the passport loss/theft/damage, passport issuing authority, issue date, passport number and expiration date, home address and contact information);

 

5. Sign a statement: "I have been informed and confirm that even if my lost passport is found, it cannot be used again, nor can I cancel the replacement application, and I will bear any legal responsibility arising from this." If the passport is damaged, the damaged passport must be submitted.

 

 

For passport reissue, you additionally need the original and a copy of proof of residence status in the U.S. (such as a green card, work or study visa, or I-797, I-20 form, DS-2019 form, etc.) and sign a nationality status declaration on site.

 

STEP 4

Subsequent Visa Replacement

 

After receiving your new passport, the passport replacement process is complete, but you will likely need to replace your visa next. Unfortunately, a lost or stolen U.S. visa cannot be replaced within the U.S.; you must apply in person at a U.S. embassy or consulate abroad, so you will need to apply after returning to China.

 

The process is essentially the same as applying for a new visa, except after filling out the DS-160 form and scheduling an appointment, you need to call the visa center to report the lost passport. Then proceed with the visa appointment and complete the interview process; however, this time you do not need to pay the visa fee again.
